Office of the Marshal-at-Arms

The Marshal-at-Arms serves as the guardian of order, safety, and procedural integrity within the Missouri Assembly. The role exists to ensure that meetings and official proceedings are conducted peacefully, respectfully, and in accordance with the principles of self-governance, natural law, and due process.

The Marshal-at-Arms is not an enforcer of authority, but a steward of order—ensuring that all participants may speak, listen, and assemble without intimidation or disruption.

Core Responsibilities

Maintain Order and Decorum
Ensure meetings remain calm and respectful by recognizing speakers in proper order, preventing disruptive behavior, and upholding adopted rules of decorum.

Protect the Right of Assembly
Safeguard the lawful right of members and guests to assemble peacefully, ensuring fair access, open dialogue, and uninterrupted proceedings.

Support the Presiding Officer
Act at the direction of the Chair or Moderator when procedural assistance is needed, including calling meetings to order, assisting with quorum verification, and conveying official communications.

Ensure Safety and Neutrality
Serve impartially and non-politically; de-escalate conflicts through calm communication; and seek assistance only when internal order cannot be maintained.

Uphold Assembly Standards
Support adherence to bylaws, codes of conduct, and procedures, while honoring voluntary participation and mutual respect.

Conduct and Authority

A Marshal-at-Arms demonstrates patience, professionalism, and restraint; respects the dignity and rights of all; and serves without intimidation or coercion.
Authority arises solely from the Assembly and exists only to preserve orderly self-governance. The role carries no independent enforcement power beyond what is lawfully and consensually granted.

Born and raised in Missouri, Ryan Douglas Garnto has lived in the state most of his life since the 1970s. He is straightforward, values truth, and does not tolerate dishonesty. Ryan is married with three children and is domiciled in Lincoln County. He is a follower of Yahuah, our Creator.

After studying the historical and legal research of Anna Maria Riezinger, Ryan became convinced of its accuracy, corrected his political status, and began actively participating in Missouri Assembly meetings. Seeing unmet needs essential to moving Missouri forward, he volunteered to serve and was elected Interim Marshal at Arms for Missouri in 2025 by The Missouri Assembly.

The Marshal at Arms is the highest peacekeeping position at the state level and serves the people of Missouri full-time. The role includes maintaining peace and order at state and county meetings, safeguarding and tracking Missouri’s records and assets, serving as a liaison with the Continental Marshal Service and Peacekeeping Task Force during emergencies or natural disasters, and coordinating with officials from neighboring states. The position is supported by a committee of dedicated Missourians committed to peace and prosperity for all.

Ryan is focused on helping restore Missouri lawfully and correctly, with education as a central priority. He believes the people of Missouri have been misled for generations and that documenting and understanding our true history is essential to ensure such abuses never occur again. He does not tolerate slavery in any form.

Ryan believes that in the coming years, Missourians will look back on this period as a turning point—from subjugation to freedom. With freedom comes responsibility, discernment, and the duty to teach. He looks forward to Missouri seating a Continental Congressional delegation and to the nation returning to the original vision of its founders. He is committed, ready, and energized to move forward in truth.
